Certain electrical /electronic equipment will not lose information when there is a power failure, but may become unstable when there are power fluctuations [surges or dips]
Another problem that is experienced is when input voltage tolerances feeding a UPS are exceeded. Certain UPS's see a voltage fluctuation of more than 15% as a power failure and run on batteries. Where these fluctuations persist and are for extended periods of time the UPS may fail due to flat batteries.
